The capabilities of consulting and engineering firms are governed by the experience, qualifications and competence of its key staff members. MSE is pleased to be able to present a team of extraordinarily experienced and outstanding individuals who are capable of providing technically advanced and cost-effective solutions to any environmental challenges. Some of MSE’s key technical and management personnel (in alphabetical order by last name) are:
Jane M. Anderson, P.G., Environmental Systems Director
Ms. Anderson has seventeen years of environmental consulting experience. Ms. Anderson’s primary focus is on Environmental Compliance Management services including the creation of Environmental Management Programs (EMPs) for major commercial and industrial clients in the United States and Canada. These customized programs are compatible with Environmental Management Systems (such as ISO 14001) and provide in depth coverage of federal and state regulations and best management practices for such topics as Hazard Communication (including HAZCOM and EPCRA), hazardous waste management (including Resource Conservation and Recovery Act (RCRA) and Comprehensive Emergency Response, Compensation and Liability Act (CERCLA)), storm water management (including National Pollutant Discharge Elimination System (NPDES)) and SWPPPs) and industrial wastewater. She is an experienced trainer and creates interactive and comprehensive on-line training systems for EH&S topics.. Ms. Anderson also has over 10 years of experience with hydrogeology and site assessment/ remediation projects. Ms. Anderson holds a B.S. in Geology.
James N. Baker, P.G., Project and Program Manager
Mr. Baker has thirty three years of environmental consulting experience serving industrial, municipal and federal clients nationally and internationally. Mr. Baker has a diversity of experience on RCRA, CERCLA, NEPA and EA/EIA studies including 22 CFR 216 and FAA. Mr. Baker is also experienced in petroleum and hazardous waste remediation, wastewater, storm water, and hydrogeologic field investigations; site assessments, geophysical and soil vapor surveys, well installations; development of multi-media sampling programs; and the evaluation and implementation of innovative soil and groundwater remediation technologies at sites in over 40 states. Mr. Baker holds a B.S. in Geology. He is also Manager of the MSE Atlanta Office.
Jonathan Braswell, P.E., Project Manager
Mr. Braswell has extensive experience in the management and technical direction of governmental and industrial environmental engineering and science projects throughout the U.S. and abroad, with thirty years of active professional practice. Major areas of expertise include: regulatory support, environmental analysis, municipal and industrial wastewater treatment process design and operation. Mr. Braswell holds a B.S. in Civil Engineering and an M.S. in Environmental Health Engineering
Greg Carson, GIS/GPS Data Manager
Mr. Carson is a Geographic Information System (GIS) and Natural Resource Program Manager with twenty five years of experience in GIS design, development and implementation. Instrumental in developing databases and analysis tools to manage over 5 million acres of private timberlands. He has also been involved with developing watershed and wildlife management programs for those 5 million acres. Mr. Carson holds a B.S. in Geology.
Paul K. Hunter, P.G., Vice President/MSE Western Region Manager
Mr. Hunter has over twenty years of varied experience in the environmental/hydrogeology field. He is responsible for overall management and technical oversight of the Western Region, senior oversight for complex hydrogeologic assessments, site characterization and remedial activities at mining, hazardous waste and petroleum release sites and for senior oversight of hydrogeologic studies for major residential/commercial developments. Mr. Hunter holds a B.S. in Geology and an M.S. in Geology. Mr. Hunter serves on the Board of Directors and is Vice President and Manager of the MSE Western Region.
David G. Johnson, P.E., BCEE, Vice President/MSE Operations Manager
Mr. Johnson has extensive experience in the management and technical direction of hazardous/solid waste and industrial wastewater projects throughout the U.S. and abroad, with thirty years of active professional practice. Mr. Johnson’s major areas of expertise include hazardous waste site investigation, feasibility studies, and remediation, industrial wastewater and groundwater treatment processes including physical/chemical treatment, metals removal, biological treatment, carbon adsorption, and air stripping; environmental site assessments; compliance auditing; pollution prevention/waste minimization; and storm water management. Mr. Johnson holds a B.S. in Civil Engineering and an M.S. in Environmental Health Engineering. Mr. Johnson is a Board Certified Environmental Engineer by the American Academy of Environmental Engineers. Mr. Johnson serves on the MSE Board of Directors and is a Vice President and Operations Manager. Mr. Johnson works closely with the President and Regional and Office Managers to guide technical and operational activities of MSE.
Richard K. Kelsey, P.E., Technical Program Manager
Mr. Kelsey is Technical Program Manager for MSE and is a Professional Engineer with over twenty five years of environmental consulting engineering in, water resources, and watershed evaluation. His experience includes management of major environmental projects involving complex multi-component water resources, hazardous waste and mine waste management aspects in the US and overseas. Mr. Kelsey has a B.S. and an M.S. in Agricultural Engineering.
James E. Kuchera, P.G., Project Manager
Mr. Kuchera brings to MSE over fourteen years of varied experience in the environmental, hydrogeology and mining fields. He has managed all phases of geological and environmental investigation projects throughout the United States. He has over eighteen years of experience in the construction industry, and fifteen years owning and operating a construction company in northeastern Wyoming involving large commercial projects throughout the State of Wyoming, Montana, and Colorado. Mr. Kuchera holds a B.S. in Geology.
Robert H. Lambeth, P.E., P.G., L.HG, Senior Mining Eng./Hydrogeologist/Geochemist
Mr. Lambeth has over 38 years of experience in geological and mining engineering with capabilities in hydrology/ hydrogeology, economic geology, exploration, mineral production, environmental geochemistry/geochemical modeling and design of remediation systems for waste streams. Mr. Lambeth has over 16 years of experience conducting mineral assessment of placer deposits, open pit mines, industrial minerals deposits, vein deposits, and epithermal gold deposits. He has 22 years of experience investigating and modeling release and fates of metals from mines and natural sources (including nutrients) into aquifers and surface waters. He has also conducted research in remedial systems design and evaluation, and acted as project consultant for active and abandoned mine closure including CERCLA sites. He has conducted and managed projects requiring as few as two people to large field projects involving 40 people and fixed-wing and helicopter support. He has a B.S. Geological Engineering, a B.S. in Mining Engineering, an M.S. in Geology, Environmental Option.
Rolf Lange, P.G., Project and Program Manager
Mr. Lange has over nineteen years of experience in the environmental consulting industry as a Project Manager for clients with multiple facility locations and varied environmental concerns. Project experience includes soil and groundwater investigations; hydrogeological characterization; environmental compliance; hazardous waste management; remedial alternatives analysis, design, operation, maintenance, and monitoring; compliance with various regulatory programs; site assessment for property transactions; environmental impact assessment; remediation contractor oversight; and construction management. Mr. Lange holds a B.S. in Geology and an M.S. in Geology
Ajit Louis, Chief Financial Officer
Mr. Louis provides financial expertise, project controls and contract administration on major projects. Mr. Louis is responsible for MSE’s accounting, finance, human resources, and other corporate administrative matters. In addition, Mr. Louis oversees long-range financial planning and management requirements, and monitors all administrative, human resource issues and corporate compliance. He reports directly to the President of MSE.
Andrew W. Loven, Ph.D., P.E., BCEE, President and CEO
Dr. Loven has served in numerous capacities during his over thirty five years of experience in the environmental consulting field. He has managed complex projects and programs for many small and Fortune 500 clients and governmental clients, both in the United States and internationally. Dr. Loven has extensive expertise in water and wastewater treatment engineering studies, design and construction. He was formerly President of Parsons Engineering Science. He is responsible for the overall management, strategic planning, finance and direction of MSE’s operations. Dr. Loven also provides wastewater, hazardous waste and environmental management consulting services. Dr. Loven holds a B.S. and Ph.D. in Physical Chemistry. Dr. Loven is a Board Certified Environmental Engineer by the American Academy of Environmental Engineers. Dr. Loven has served as MSE’s CEO since its founding in 1995
Mike Puett, P.E., CEM, Project and Program Manager
Mr. Puett is a Professional Civil Engineer and Certified Environmental Manager with over fifteen years of experience in environmental consulting, engineering design, mine reclamation, site investigation, hazardous waste management, and remediation. Experience includes projects at more than 20 active and abandoned mine sites across the Western U.S. Mr. Puett holds a B.S. in Civil Engineering and a B.S. in Business Administration.
Troy Riecke, P.E., Project Manager
Mr. Riecke is a Professional Environmental Engineer with over ten years of experience providing environmental consulting engineering services to industrial, commercial, and government clients. Skilled in all aspects of site characterization, site remediation, wastewater treatment and disposal, air permitting, and fate and transport computer modeling. Mr. Riecke holds a B.S. in Environmental Engineering and an M.E. in Civil Engineering.
Dale A. Rice, P.E., Sr. Vice President/MSE Eastern Region Manager
Mr. Rice has over twenty eight years of experience including environmental engineering, environmental compliance auditing, EHS management, pollution prevention studies and implementation, EPCRA Section 313 consulting, hazardous waste site investigations and remediation, wastewater pretreatment and environmental systems modeling. Mr. Rice holds a B.A. in Chemistry and an M.S. in Environmental Engineering. Mr. Rice serves on the Board of Directors of MSE and is Manager of the MSE Eastern Region. He is also a leader in strategic planning and developing new business areas for MSE, coordination of corporate business development activities and selected technical and program/client management.
